The California Workforce Association is governed by a Board of Directors made up of the 48 executive directors of California’s Workforce Investment Boards. The Board determines the policy direction for the Association to meet its purpose of promoting, enhancing, and serving the interests of local workforce development partnerships. The Board elects an Executive Committee to facilitate the management of the day-to-day business of the Association. The Board meets quarterly in addition to sponsoring three conferences; a policy conference in the fall, a youth conference in the winter and a membership conference in the spring.

The Workforce Investment Act provides the foundation through its system of Workforce Investment Boards and One-Stop Career Centers to address the workforce needs of all companies, both large and small. After twelve years of implementing the 1998 law in regions throughout California, much has been learned about what works and also about what can be done statutorily to better focus the system envisioned by Congress. The following report details CWA's WIA reauthorization recommendations.
