Layoff Aversion

On November 18th, 2009 the California Workforce Association hosted layoff aversion training to help Workforce Investment Boards and One-Stop Career Centers identify and respond to businesses who are at risk of laying off employees. This training provided participants with proactive and innovative layoff aversion strategies. The training included focused sessions on basic rules and regulations governing layoff aversion programs, an update on the Department of Labor's latest thinking regarding rapid response coming out of Washington D.C., best practices from around the county and California, the Unemployment Insurance Work Share Program, effective labor partnerships, and using Trade Adjustment Act for firms. Discussion included how to identify companies in need of assistance, use of incumbent worker training, and how to better connect with ongoing regional economic development strategies.

CWA WIA Reauthorization Recommendations

 

The Workforce Investment Act provides the foundation through its system of Workforce Investment Boards and One-Stop Career Centers to address the workforce needs of all companies, both large and small. After twelve years of implementing the 1998 law in regions throughout California, much has been learned about what works and also about what can be done statutorily to better focus the system envisioned by Congress. The following report details CWA's WIA reauthorization recommendations.
